Welcome to the Westmoreland County Public Schools ELL/MEP web site! The English as a Second Language (ESL) Program was implemented in 2005 to provide English language services to Limited English Proficiency, LEP, students in grades K-12. In July 2008, the program's name changed to English Language Learners (ELL). The program is a pull-out program designed to give ELL students the tools necessary to succeed in the classroom and in the real world. The goal of the program is to provide ELL students with temporary language instruction and support until they become self-sufficient learners.

Migrant Education Program
The Migrant Education Program (MEP), just like the ELL program, is designed to provide migrant students with language instruction and academic support they need to succeed in the classroom. An ELL student is classified as a migrant only if the family moved in search of agricultural or fishing related jobs. As new or returning families arrive in Westmoreland, a Certificate of Eligibility (COE) must be filled out to determine if the student is eligible for migrant services. Once eligibility is determined, ELL student must receive language instruction or academic support by the ELL program.
In addition, a migrant student can participate in the Migrant Summer School program called "Matematica." The purpose of the Migrant Summer School is to prepare migratory students for the next school year and to fill in the gap for those students that had an interrupted school year.
